Whenever your game runs on the 2nd time, an unnecessary process called runDLL32.exe runs in your memory which eats your valuable CPU making your game slower. This tool simply kills runDLL32.exe process within the game itself, so that your CPU is not eaten up by that process.
Of course, you'd have to run the game twice as usual but the first instance along with the runDLL32.exe process is destroyed when the game runs on the second time.
