Luis, Mart ayının ilk gününde Amerika'da dünyaya geldi babası bir elektrik mühendisiydi, annesi ise deneyimli bir aşçıydı.
Luis'in evinde annesinden dolayı hep güzel yemekler olurdu. Luis güzel bir çocukluk geçirdi etrafına neşe saçan herkese karşı dost canlısı olan, yaşadığı yere hizmet etmeyi seven, temiz tutan bir çocuktu. Luis küçüklüğünden beri polis memurlarını severdi onları benimserdi küçüklüğünden beri babasıyla sürekli poligona giderdi ve silahlara ilgisi bi hayli mevcuttu. Lise dönemlerinde vücut geliştirme eğitimi aldı epey bir süre vücut geliştirdi üniversiteye geçiceği zaman sporu bıraktı. Luis Üniversite eğitimini tamamladıktan sonra  kendisinin benimsediği polis memurluğu için Los Santos Polis Departmanına başvuruda bulundu.
