Curtis Castiglione, İtalya da sürdürmekte olduğu illegal ticaret faaliyetleri her geçen gün daha da çok göze batıyordu. Curtis, aslında amacına ulaşmıştı.
İtalya da kendi Yapılanmasını kurmuş, herşey istediği gibi işliyordu. Curtis'in artık yapması gereken tek şey oluşturmuş olduğu Yapılanmasını bütün ülkeler
üzerinde faaliyete geçirip kendisini büyütmek olacaktı. Bunu gerçekleştirebilmek için S.I.A kurdu. Kurmuş olduğu bu istihbarat teşkilatında birçok ülke de
görev yapmış olan istihbaratçıların bulunduğu sadece Curtisin, en güvendiği adamlarının bile bilmediği bir istihbarat oluşumuydu.

karşı olan güvenlik sistemlerini ve hangi illegal oluşumların hangi ülkeye çalıştıklarını kolay bir şekilde öğrenmişti. Curtis, elinde bulunan bilgiler üzerine teker teker
hangi ülkeler de hangi bölgelerinde ne gibi faaliyetler gösterebileceğini çoktan çözmüştü bile.
Curtis, S.I.A yardımı ile birlikte güvenlik açısından açığının çok fazla olduğu, illegal oluşumun çok fazla olduğu, silah ve uyuşturucu ticaretlerinin az oldu Santos'u keşfettiler.
Curtis, bunun üzerine güvendiği bazı adamları alıp Santos'a gitme kararı aldı. Curtis, Santos'a ayak attığı zaman ilgisini çeken ilk yer East Beach olmuştu. Sebebi ise yoğun bir bölge olması
ve her türlü illegal olayların East Beach de yaşanması Curtis'in ilgisini çekmesi için aslında gayet geçerli bir sebepti.

SİCİLYA SUÇ AĞI YAPILANMASI
- İTALYAN MAFYASININ KURALLARI VE AYİNLERİ -
İtalyan bilincinde sadece suçlular olarak değil aynı zamanda dünyanın geri kalanından farklı insanlar olarak
algılanan suç grupları, geleneksel ahlak ve yasaları reddetmiş kendi yasa ve kurallarıyla yönetildiği kabul görmüş
bir olgudur. İtalyan Mafya, Camorro ve Ndrangheta üyelerinin yeraltı dünyasında yaşamanın getirdiği tecrit durumundan
ziyade kendilerine yoğun gizem atmosferi kazandıran sözcükler, semboller ve işaretler kullanmışlardır.
Sicilya Mafyası, Camorro ve Ndrangheta’nın kabul ayinlerinde müstakbel üye sembolik ölüm ve yeniden diriliş yaşar.
Eski hayatında ne varsa ölümüyle arkada kalır, örgütün bir parçası olarak yeniden dirilir.
Ardından yeni ailenin kurallarına uyacaklarına, uymadıklarında ise sonlarının ölüm olduğunu bildikleri yemini ederler.
İtalyan veya Sicilyalı olmak en birinci şartıdır İtalyan mafyasına katılmanın.
İtalyan olmayan hiçbir kimse mafya ailesine katılamaz. En az iki üyenin tavsiyesi gerekmektedir.
Ve iki referans yeni üyenin gelecekteki her şeyine de kefil olmuş olurlar ve onun polis veya
ajan çıkması durumunda bunun kendilerinin de sonu olacağını bildikleri için kesinlikle emin
olmadıkları hiçbir kişiye referans olmazlar.
Mafyaya katılmanın ön önemli bir şartı ise bir cinayete katılmaktır. Sonrasında gruba üye
teklifinin yapılacağı özel bir toplantıya davet edilir. Toplantıya gittiğinde diğer üyeler
bazen bir masanın etrafında oturuyor bazen de bir azizin mabedinin etrafında ayakta beklerler.
Bir kısım soruları cevaplamasının ardından Mafyaya kabul süreci daha doğrusu yeniden dirilişi
gerçekleşir. Eskiden Sicilya’da mağaralarda, taş ocaklarında yapılan yemin törenleri zamanla
heyetin karar verdiği güvenli olmak şartıyla daha lüks ortamlarda yapılmıştır.
Bu olay yeni üye için çok heyecan verici ve özel bir andır. Bunu bilen heyet zaman zaman yeni
üyeyi bekletirler ve onun sabrını ölçerler. Ritüel, bir azizin elinde yanan resmi elinde tutarken
tam gizlilik ve itaat yemini etmeyi içerir. Ardından müstakbel üyenin patronu yani ‘Capo’su (Kaptan)
bir bıçakla onun elini keser. Yanan resim yeni üyenin eski hayatını, kan ise Mafya Ailesinin üyesi olarak

devletten önce gelir. Aile liderlerinin emirlerine her zaman uymak zorundadır. Hırsızlık yapmamak,
fahişeliği yaygınlaştırmamak, başka onurlu insanları öldürmemek, onlarla kavga etmemek, ciddi ve namuslu
davranışlar sergilemek ve polise bilgi vermemek temel kurallardır ve yemin metinlerinde yer alır.
Eş seçiminden yeni bir suç girişimine kadar her meseleyi capo’sundan izinli yapmak zorundadır.
Ailenin hiçbir üyesine yalan söyleyemez. Kendisini başka bir mafya üyesine mafya üyesi olarak tanıtamaz.
Ancak ikisini de tanıyan başka bir mafya üyesi onları tanıştırabilir.
Bu durumda genellikle bizim arkadaşımız anlamına gelen ‘amiconostra’ ifadesi kullanılır.

- SİCİLYA SUÇ AĞI YAPILANMASI VE TARİHİ -
19. yüzyılda Sicilya adasında tamamen hakim olan ve her geçen gün daha da güçlenerek gelişen tek sektör ‘şiddet ve suç’
sektörü olduğu görülür. Çünkü gizli cemiyetler istediklerini yapabilecek kadar güçlü idiler. İşçilerin gelirlerini
paylaşmaktan, suçluları ve toplumdan dışlanmışları korumaya kadar yaptıkları bütün işler İtalyan hükümet raporlarında
da ifade edilmektedir.
Sicilya’da organize suçun ve vahşi hayatın bu sevilere gelmesinde iki temel faktörü etkili olduğu ortak kanaati vardır.
Birincisi Sicilya’nın Yunanlılarla başlayan ve asırlar boyu Vandallar, Bizanslar, Araplar, Normanlar ve Bourbonlar tarafından
süregelen işgalledir. Bu tarih, direniş hareketleriyle ittifak halindeki gizli cemiyetlerin ortaya çıkışından sorumlu tutulur.
Bu direniş hareketleri, Sicilya adası ve Amerika’da kullanılmakta olan aynı hiyerarşik yapıya sahiptir. Ana hatlarıyla bu yapı,
Capofamiglia (ailenin ‘baba’sı),consigliere (danışman), sottocapo (kaptan, ikinci adam), capodemica (on kişilik ekibin sorumlusu) şeklindedir.
İkincisi unsur ise, ‘gabellottiler’dir. Yani şehirde yaşayan toprak sahipleriyle köylüler arasında arabuluculuk yapan, vergi toplayan ve
emlakçılık yapan kişilerin varlığıdır. Hem köylüleri hem de toprak sahiplerine kafa tutabilen, onları tehdit edebilen gabellottiler
bu güç sayesinde kendi örgütlerinin yöneticileri olmuşlar ve zamanla gizli cemiyetleri kontrol edebilir hale gelmişlerdir.
Sicilya’nın 1861 yılında İtalya’yla birleşmesinin ardından siyasette de etkili rol almaya başlayan bu yapı, kendi suç örgütleriyle birlikte
adadaki hayatın her cephesine etki edebilecek güce sahip ‘gölge hükümete’ dönüşmüştür.
Başlangıçta mafyanın eylemleri; koruma, haraç kesme, adam kaçırma, tehdit ve hayvan kaçırma şeklindedir.
Çiftçilerin ürünleri kime sattığı ve bu ürünlerin köylerde satıldığı pazarları kontrolü, adaya giren malların
kontrolü gibi pek çok konuda tekel oluşturmuşlardır. Siyasi nüfuzlarını da kullanarak İtalya’dan yapılan memur,
polis ve yargıç atamalarını da etkilemişlerdir. İtalya adadaki durumdan rahatsız olmuş ve bu konuda yaptığı her
hamle ile Sicilya milliyetçiliğini tetiklemenin ötesine geçememiştir. Faşist diktatör Mussolini 1922’de Sicilya
valiliğine ‘Demir Vali’ lakaplı Cesar Mori’yi atamış, bu meselenin kesin çözümü noktasında bütün yasal düzenlemeleri
ve radikal tedbirleri almış, binlerce tutuklama ve işkenceler gerçekleştirmiştir. Fakat mafyanın belli bir süre etkisini kırabilmiştir.
ABD, CIA ve mafya işbirliği sonrasında mafya hem güçlenerek çıkmış hem de çok acı bir şekilde intikamını almıştır.
Mussolini’nin faşist bir devlet adamı olarak otorite karşıtı alternatif yapılanmalara fırsat vermesi mümkün olamazdı.
Sicilya ise tarih boyunca İtalya’dan nefret etmiştir. Bunun neticesinde kendi alternatif yasaları ve kendi otoritesi
olan ve İtalya devlet otoritesinin Sicilya’da olmayışı Mussolini’yi bu konuda daha da kararlı hale getirmiş ve ilk olarak
‘Demir Vali’ Cesare Mori’yi oraya atamakla işe başlamıştır. Mori eski bir polis ve acımasız bir faşistti.
Daha öncesinde mafya üzerinde çalışmış olan Mori ‘ Devlet organları bütün durumlarda görevlerini yapmaktan aciz,
devlet görevlilerinin olayların %75’inde hiçbir bilgi bulamadıklarını, %15’inde suçluları bulduklarını ve çalınan
malların ise sadece %10’una ulaşabildiklerini mafyanın ise aracı olduğu olayların %95’inde başarılı sonuç aldığını yazıyor.
Mafyanın varlığı devlet otoritesinin olmayışı anlamına gelmekteydi ki mafyanın kökünün kazınması artık faşist devlet için
siyasi bir zorunluluğun ürünü olacaktı. Mussolini hükümeti daha önceki iktidarlar gibi mafyayla anlaşma veya taviz
politikalarının aksine direk saldırı kararı aldı. ‘Merkezi otoritenin reddi’ anlayışı mafyayı tamamen silmeden
değiştirilemez olduğuna anlayan Mussolini hükümeti ‘Çivi çiviyi söker’ mantığıyla adeta devlet mafyasını oluşturdular.
Mafyanın üzerine mafya taktiğiyle devletin tüm gücüyle acımasızca gittiler. Mafya toplumu nasıl şiddet, baskı ve zorbalıkla mı
sindiriyorsa devlette o kadar zorba olmuş, mafya ne kadar kanunsuz, yasasız, hukuksuz adam öldürüyorsa devlette o kadar kanunları
yasaları bir kenara bırakarak onları öldürmüş ve onlar nasıl zoraki saygınlık sahibi olmuşlarsa devlette kaybettiği itibarını ve
saygınlığını zorla alacaktı. Tecrübelerinin ve yeteneğinin yanında Mussolini’n vali Mori’ye siyasi desteği sürecin başarılı olmasında çok
önemliydi. Daha önce de çok iyi valiler atanmış fakat başarılı olamamışlardı. Faşist devlet özgürlüklerden yana olamazdı, özgürlükler mafyanın
gelişmesi ve ‘şımarmış suç topluluğu’ haline gelmesi için en elverişli ortamlardı. Mussolini gerekli bütün düzenlemeleri hızlıca hazırlamış,
kararnameleri çıkarmış yasaların yetmediği noktalarda ise ‘göz yumma’ taktiği uygulanmıştı. Vali Mori için tüm şartlar hazır hale gelince mafyanın
hayat damarları sayılan büyük çiftlik sahiplerini, kahyaları, özel koruma güçlerini toplantıya çağırıp devlete bağlılık yemini ettirdiler.
Uymayanlara çok ağır cezalar verileceğini duyurdular. Bekçi olmak, silah taşımak çok özel izinlere bağlandı.
Tüm ticari hayat yeniden disipline altına alındı. Özellikle de hayvan ticareti yapanlar düzenli rapor vermek zorunda bırakılmıştır.
Bu takip ve sıkıştırma neticesinde mafya üyeleri tekrar dağlara ve mağaralara kaçmaya başlamış, bulundukları yerde ele geçirilenler
çok ağır şekilde cezalandırılmıştır. Teslim olmayanların ailelerini tutuklamışlar, yardım ve yataklık edenler en ağır suçlarla
cezalandırılmışlardır. Herkesin gelirler kaynakları araştırılmış, ispatlanamayan ne kadar malları varsa devlet tarafından el konulmuştur.
Operasyonlara bizzat katılan Vali Mori, teslim olanların affedileceğini söyleyerek mafyanın içine de fitne sokmayı başarmış ve pek çok mafya
üyesi birbirini ele vermiştir. Kış ayalarında dağda hayat şartlarının çok zor olması sebebiyle yüzlerce mafya üyesi evinde yakalanmış çok hızlı
mahkemeleri yapılmış ve ağır cezalara çarptırılmışlardır. Çok uzun yıllardan sonra mafya yargılanmış ve cezalandırılmıştır.
Mori mafyayla bu savaşında psikolojik olarak ta çok farklı metotlar kullanmıştır. Aşırılıklardan çelinmeyen Mori, Mafioso’nun
en önemli değeri olan onurlarını bile ayaklar altına almış yakalayamadığı kişilerin eşlerine ve kızlarına polislerin tecavüz ettiği
söylentisini yaymış, mafyanın onurunu ayaklar altına alarak onları itibarsızlaştırmıştır. Aynı zamanda mafya kültüründen arınmış yeni
nesillerin yetişmesi için okullarda anti-mafya dersleri koydurmuştur. Parlamento ve yerel seçimler kaldırılmış bütün yönetici kadrolar
sadece atama usulüne bağlanarak mafyanın siyasiler üzerindeki etkisi de kırılmıştır. Böylece 1925-1945 yılları arası 20 yıl boyunca
Sicilya adasında mafya egemenliği kalkmıştır. 2. Dünya savaşının kızışması, müttefik ordusunun Avrupa’ya bir çıkartma hazırlığı içinde
olması ve seçilen hedeflerden birinin de Sicilya olması Sicilya adasındaki hayatın akışını değiştirmiş başka bir tabirle mafyanın tekrar
eski gücüne kavuşması için büyük bir fırsat doğmuştur.
Sicilya adasının kısa sürede ve az kayıpla ele geçirilmesi hayati önem taşıyordu ki ABD mafyayla işbirliğine girmeye karar vermiştir.
ABD’de ‘yeni mafyanın temsilcisi’, Cosa Nostra’yı düzene sokmuş ve fuhuş ağı kurmaktan Amerika’da hüküm giymiş Lucky Luciano’dan yardım istemiş
ve o da Amerika’nın bu teklifini hemen kabul etmiştir. Luciano’dan istenilen Sicilya adasına yapılacak çıkartmada mafyanın aktif destek vermesini
sağlamaktı ki bu Luciano için çok kolay bir iş olacaktı. Zira mafiosolar Mussolini’nin baskılarıyla yok olmamış sadece sindirilmişlerdi ve uygun zamanı
kolluyorlardı. Özellikle de Sicilya mafyasının en önemli ismi Don Calogero Vizzini ile yakın dostlukları olması işi çok kolay hale getirmiştir.
Amerikan istihbaratı Luciano ve Vizini arasındaki irtibatı kurmuş gerekli mesaj ilgili noktalara ulaştırmış ve 1943 yılında müttefikler Sicilya’nın
güney kıyılarına gelmişler, yüzlerce mafya üyesiyle köy köy ilerleyerek kısa sürede adayı ele geçirmişlerdir.
Burada şunu da ifade etmekte fayda vardır. CIA ve mafya ilk kez bu anlaşmayla bir araya geldiği ve bu ilişkinin
sıkı bir şekilde artarak devam ettiği ifade edilmektedir. Bu sıkı ilişki esrar, eroin, silah vb. ticaretini hızlandırmış,
esrar satışlarında patlamalar yaşanmış ve kolay para kazanmanın tadını alan bir kısım CIA personeli de bundan hep nemalanmışlardır.
Bu yaptıklarının karşılığında mafya bütün bürokrasi ve kritik devlet kadrolarına mafiosolardan seçmiş ve muhteşem bir dönüşle Sicilya’da
tekrar iktidar olmuştur. Luciano özgürlüğüne kavuşmuş, bununla sınırlı kalmamış 1957 yılında Sicilya ve Amerikan mafyaları arsında
gerçekleştirilen bir toplantı neticesinde Sicilya mafyasının küresel narkotik ticaretinde önde gelen bir güce dönüşmesinin yolunu açılmıştır.
1957 sonrasında mafyanın karı ve etkisi ciddi manada büyümeye başlamış buna bağlı olarak ta farklı klanlar arası kan davaları ve
güç mücadeleleri artmış 1963’te öyle bir hal almıştır ki devlet 250’den fazla mafya üyesini tutuklamak zorunda kalmıştır.
Önemli ihtilaflar bu gün bile olsa da Carleonesi klanı zayıf mafya kılanlarına hep hakim olmuştur.
1986 yılında mafya itirafçısı Tomasso Buscetta omerta yeminini bozmuş, 475 üst düzey mafya
lideri hakkında soruşturma açılmış fakat değişen bir şey olmamıştır zira mafya artık İtalya sınırlarını çoktan aşmış,
yasadışı yetkisini tüm dünyaya yaymış bir suç imparatorluğuna dönüşmüştür.
- GÜNÜMÜZDE İTALYAN MAFYALARI -
Günümüzde İtalyan Mafyası
İtalya İçişleri Bakanlığı ve organize suçla mücadele etmekle sorumlu olan diğer İtalyan yetkilileri 1980’lere kadar ‘İtalyan Mafyası’
diye bir şeyi kabul etmiyorlardı. Tommaso Buscetta’nın omerta yemini bozmasına kadar bu böyle sürdü. Tüm kanıtlara rağmen son derece
gelişmiş suç şebekesinin eylemleri gibi görünen şeyler aslında birbiriyle bağlantısız bir dizi suç çetelerinin işi oldu söyleniyordu.
Buna göre Comarro, ‘Ndrangheta gibi isimler kötü adamların kendilerini tarif etme biçimiydi. Sicilya mafyası yoktu sadece birbiriyle
rakip, çekişen suçlu klanlar vardı. Aslında bu inkarın temelinde, mafyanın hedef haline gelmemesi için bürokrat ve siyasilere verilen
rüşvet vardır. Bu söylemler sayesinde mafya, yolu kesilmeden bir kısım maskelerin arkasında uzun yıllar kendini gizlemeyi başarmış ve
gelişimini sürdürmüştür. Uluslararası istatistiklerin verdiği bilgiler ışığında, İtalya’da gayri safi milli hasılanın %12’sinden daha
fazla kar organize suç örgütlerine aitti. Yüzlerce mahkeme ve soruşturmalarda pek çok kanıt vardı. Hepsinden önemlisi 1981-83 yılları
arsında, ikinci mafya savaşında yaşananlar ve Buscetta’nın itirafları mafyayı ayan beyan gözler önüne sermiştir.
Mafyayla mücadele eden İtalyan yetkililerine göre ise iki mafya arasında yaşanan La Mattanza(Kan Banyosu) olayı Sicilya mafyasının
düşüşünü başlatan en önemli nedendir. Sicilya mafyasının güçten düşüşüyle bugünkü İtalyan mafyasının doğasının biçimlendiği ifade edilmektedir.
Sicilya ve Corleonesi mafyalarının arasında olan la Mattanza olayı sonrasında, Sicilya mafyası üyeleri Palarmo ve Sicilya’dan kaçarak adanın
güneyindeki Argigento bölgesinde dağların eteklerine saklanmışlar ve orada Stidda (Yıldız) mafyasını kurmuşlardır. Stidda hızla daha
demokratik ve yeni koşullara daha rahat uyum sağlayabilen bir suç örgütüne dönüşmüştür. 1983’ten bu yana en hızlı büyüyen mafya olan Stidda,
ilk kez mafyanın olmadığı Kuzey İtalya’ya doğru genişlemiş ve kısa bir sürede Sicilya mafyasının en güçlü rakibi olmuştur. 1980’li yıllardaki
olaylar Sicilya mafyasını zayıflatırken, Stidda mafyası bunu fırsat bilmiş ve güçlenmiştir.
1992 yılında ‘Temiz Eller’ operasyonuyla başlayan mafya karşıtı önlemler Sicilya mafyasına ağır darbeler vururken Camorra ve
‘Ndrangheta gibi suç örgütleri üzerinde çok az bir etkisi olmuştur. Hatta Sicilya mafyasının zayıflığından yararlanıp daha da güçlenmiştir.
Son dönemlerin asıl güçlenen organize suç örgütleri ise 1980 sonrası kurulan Stidda, Mala Del Brenta ve Sacra Corona Unita’dır.
Üye konusunda daha esnek olmaları, kadınların suç ailelerine daha fazla dahil olmaları ve yetkililerin öldürülmesinde daha çekimser
davranmaları onların eski mafya gruplarından radikal bir şekilde ayrıldıklarını göstermektedir.

Ben plansız iş yapmayı seven bir insan değilim, tanıtımı cidden okuyacaklarını bilsem emek gösterip yapardım.
Neye göre Suç Ağı Yapılanması'sın tarzı bir cümle biraz saçma geldi veya ben anlayamadım. Yapılan rolleri incelersen Suç Ağı Yapılanması adını kullanmaya başladık zaten.
