Trouble in Bay City, Moser's Crew
olarak da bilinen Trouble in Bay City, 1970'li yılların başında Güney Los Santos'un batı yakasında kurulan ve çoğunlukla beyaz bireylerden oluşan bir sokak çetesidir. Alanları çoğunlukla Bay City civarında olmak üzere, bir kısmı Prosperity Street'e kadar uzanır.

Bir zamanlar en büyük ve en kötü şöhretli çetelerden biri olarak bilinen Trouble in Bay City, Moser's Crew bölgede olan kentsel dönüşüm karşısında miraslarını koruma zorluğuyla karşı karşıya kalmıştır. Bir zamanlar hakim oldukları topluluk değişime uğradı ve çete, yerini korumak için tüm zorluklara rağmen alanlarını koruyabilmek için çabaladı. Fakat kentsel dönüşümün yarattığı tüm bu zorluklara rağmen Moser's Crew yine de aktif ve dirençli kaldı. Çetenin yirmi yılı aşkın bir geçmişe uzanan ilginç tarihi, doğu yakasında uzun soluklu ve kalıcı bir güç olmalarına oldukça katkıda bulunmuştur.
Trouble in Bay City'in en aktif ve en kalabalık alt kliklerinden biri olan Six Skull Crew, özellikle 16 ila 18 yaş arası bireylerden oluşmaktadır. Bu da onları daha diğer büyük çetelere nispeten genç ama kayda değer bir grup haline getiriyor. Genç yaşta olmalarına rağmen para kazanmaya yoğun bir şekilde odaklanmalarıyla tanınırlar. Başlıca gelir kaynakları arasında uyuşturucu satışı, araç hırsızlığı ve çevrimiçi dolandırıcılık yer almaktadır. Ayrıca aralarındaki bazı üyeler, büyük ölçüde tanınmaları ve genç üyelerin arasında liderlik rollerini üstlenmeleri nedeniyle sosyal medyada önemli ölçüde görünürlük kazanmış ve sıkça rastlanır olmuşlardır. YSDL kendi içerisinde gerçekten yetenekli sanatçıları da barındırır. Onların sosyal medya üzerinde bu kadar tanınıyor olması çeteye adam kazandırma döngüsünü önemli ölçüde canlandırıyor.
Nine Deuce Skinners, çetenin bölge kontrolünde kilit rol oynayan en önemli kliklerden biri olarak da bilinir. Çıkar amaçlarını korumaktan, anlaşmazlıkları çözmekten ve bir takım yasadışı faaliyetlerin sürdürülmesini sağlamaktan sorumludurlar. Gruplar halinde her zaman bir arada kalırlar, dolayısıyla aralarından herhangi birini tek başına yakalamak genellikle zordur. Kendi tarafınızda bulunan kamyonlarla uyuşturucular kamyonlara sevk edilip. Yeni sizlere hibe edilecek depoya götürmeniz geremektedir.

Dosyayı açıp incelediğinde içinde sanat müzesine ait fotoğrafları görür.
İçeride bir de not vardır; Notta dosyayı gönderenin kendisinden isteği yazmaktadır. Yakın zamanda bir sanat sergisi gerçekleşecek. Sergilenecek eserlerden birini çalmanız ve onu kopyalayarak sahte versiyonunun sergilenmesini sağlamanız isteniyor. Notta yazana göre bu görevi tek başınıza değil, Trouble in Bay City, Moser's Crew oluşumu ile beraber yapacaksınız.
İyi bir plan şart, her iki ekibin lideri kafa kafaya iyi bir plan yapmak üzere buluşacaklar. Görev dağılımı konusu halledildiğinde ilk iş içeriden bilgi toplamak olacaktır. Müzeye gidip dikkat çekmeden detaylı araştırma yapmalısınız, güvenlik açıkları, alarm sistemi vb gibi. Ekip, orijinal tabloyu çalmadan önce onu kopyalayacak yetenekli bir sanatçı tutar. Sanatçı, gerçek tabloyu incelemek için birkaç hafta boyunca çalışır ve neredeyse birebir kopyasını yapar.
Bundan sonrası iki ekibin hünerine kalmış, kopya ile orjinal tablonun yerini değiştirmelisiniz. Operasyonu tamamladığınızda limana gidip "E.F" adlı yata tabloyu teslim edin ve para çantasını alın.
